No. The UAE has not joined the Hague Apostille Convention. A simple apostille from the California Secretary of State is NOT accepted by UAE MOFA, GDRFA, or UAE government authorities. U.S. documents for the UAE require a four-step attestation chain. The steps are California Secretary of State, U.S. Department of State, UAE Embassy, and UAE MOFA.
MOFA stands for the UAE Ministry of Foreign Affairs. MOFA attestation is the final UAE government stamp on the authentication chain. It makes a foreign document legally valid for UAE government entities, employers, courts, and banks. Without the MOFA stamp, a U.S. document is not recognized in the UAE, regardless of how many U.S. authentications it carries.
We handle two U.S.-side steps: California Secretary of State authentication, followed by U.S. Department of State authentication of the California seal. Your UAE employer’s PRO, a typing center, or a UAE-based agent typically handles the UAE Embassy and UAE MOFA steps.
The U.S. side (California Secretary of State + U.S. Department of State) typically takes 2–4 weeks for standard service, or 1–2 weeks with rush. The UAE Embassy and MOFA steps add another 1–3 weeks depending on the emirate and current processing volumes. Budget 5–7 weeks total for the complete chain if not using rush services.
UAE MOFA often accepts English-language U.S. documents during attestation. However, GDRFA, MOHRE, DHA/HAAD, schools, and other UAE entities may require a certified Arabic translation with the attested original. Confirm with your UAE sponsor, employer, or PRO before submitting.
